Since this looks like a significant body of work, I think it would be
beneficial to build a generic mapping system to map a location-point to
appropriate council/ward/body. If needed, we can pool our resources to get
this done the right way. Please let me know what your think.

At present, we're not planning to translate the site to local languages (as
there are quite a few in India :) - will most likely support local
translations based on adoption.
