I am a bit unsure how page 56 and 57 in the specification should be
interpreted as it list up a relation with source 'underarkiv' as well as
a relation in the URL list with value
<URL: http://rel.kxml.no/noark5/v4/api/arkivstruktur/arkiv/ > as well as
the value 'self'.  This make me believe both relations should be listed
in the _links array.

There is little help to find in
<URL: http://n5test.kxml.no/api/arkivstruktur/arkiv > and
<URL: http://n5test.kxml.no/api/arkivstruktur/arkiv/d0e3d5ad-70f3-44b2-ba18-11d68ef74d90 >
as both have empty _links arrays.
