We discussed which defect report to send in first, and agreed that
2017-03-14-mangel-prosess.md would be a good one, asking for a well
documented and open process for commenting on the specification.  Please
let us know if it should be improved.

The current plan is to send in this sequence, and clean up the rest in
parallell.
