[NUUG kart] Blocking user visa-import

Sorry, I see now that this was another user. The thread was originally
about the edits of the user "Solhaugen", but then "visa-import" was
discussed and the response from "Solhaugen" was in a reply to that
e-mail. Hence the confusion.
