Relation 406511 deleted in favour of 406661.
Relation 406039 is updated (replaced Forsand with Froland. 407596 deleted.
Relation 406869 updated scription->description

I have not yet seen a nice way to make a hierarcy for various levels of
administrative boundaries, so these 'collections' are just something I came
up with when drawing from N5000 to keep track.

I really did think I had entered all the kommuneID/ref, but I stand
corrected... (Just added for Østfold)

Be aware when matching names that:

   - some kommuner in Finnmark have more than one name (f.ex: name:no =
   Kautokeino name:smi = Guovdageaidnu).
   - some kommuner have the same name as a kommune in another fylke (Bø,
   Herøy, Nes, Os, Sande and Våler)
