On the one hand, I'm not closely involved in those things at the moment. On the other hand, I find the problem deeply embarassing to Linux (and other users of glibc locales).
It is possible to cut through the confusion by doing whatever Windows is doing. I'm sure Windows date handling isn't perfect, but people are actually using it, and don't complain much. But for that to happen, somebody with some standing has to request it from upstream. Skolelinux has, I don't.
One thing you could do to get standards backing, is to write down what you want to do, invite somebody from ${standard organization of your choice} out for a beer, and make them sign it. Which would be feasible for somebody based in Oslo.
I'm reopening one more time. If you choose to close it, I will leave the matter alone.
