The past progressive is also called the past continuous. It is formed using the past tense of to be and the present participle (-ing form) of the main verb. We use the past progressive to say that something was going on around a particular time.
"When I went to bed, the music was still playing."
"I was skiing down the mountain when I saw her."
"I met John while I was living in London."
Notice how the past progressive is used with the simple past when two events happen at the same time. The past progressive is used for the "background" event-- the ongoing event that began first.
