I found the culprit. nn_NO.UTF-8 is missing from /usr/share/X11/locale/compose.dir. It's a bug in the libx11-common package.

"But note that this *only* affects KDE programs. In GNOME programs and other programs (even when running under KDE), the deadkeys work fine."

That is because gtk+ natively supports UTF-8 and has its own built-in compose table.

Og dette bør vel endrast til «nn_NO.UTF-8». Har «ny_NO» nokon gong eksisert som lokale (eg veit det var ein språkkode i KDE ei stund)?
